The incumbent in this position will provide leadership, coordination, oversight, subject matter expertise and strategic policy direction of Minnesota’s Substance Use Disorder (SUD) reform work based on the American Society of Addiction Medicine (ASAM) Criteria. This position will also lead, coordinate, and manage the design, development and delivery of a comprehensive evidence-based SUD curriculum that encompasses the full continuum of care offered by the ASAM Criteria. As the state moves towards an integrated structure, and a continuum of care, these sites will be designed to support all areas of recovery. This position is pivotal in supporting implementation of this aspect of SUD reform work in MN.

This incumbent will report to the Supervisor of the Clinical Policy Team and coordinate closely with the SUD Reform and Redesign Team, Harm Reduction Team, Prevention Team, Opioid Response Team, and American Indian Team, to provide lead direction and consultation integration of the ASAM Criteria into Minnesota laws and services. This is a highly visible and politically sensitive position, leading complex work assignments in collaboration with key stakeholders such as tribes, counties, providers, and advocates. The incumbent will collaborate strategic legislative initiatives with the OERAC Lead, the Harm Reduction Policy Lead and the 1115 Demonstration Lead as a specialized team serving the same/similar key stakeholders to ensure a coordinated and plan-full rollout of systemic changes.

The incumbent will coordinate the legislative directives regarding the implementation of the 3rd edition of ASAM as well as development of state standards to allow for the implementation of the 4th edition. The incumbent will work closely with many administrative internal and external areas: Department of Human Services including all areas of the Behavioral Health Administration (BHA), the Health Care Administration (HCA), Operations Division, The Department of Health, Department of Corrections, Office of Addiction and Recovery and the Office of the Inspector General, MN-IT Services, and multi-agency activities of public-and-private provider organizations and counties. The incumbent will work with other policy experts, local leaders, and other staff at all levels to align Safe Recovery Site initiatives with current and future policy initiatives and legislative directives. The incumbent will be responsible for responding to the questions and concerns raised by legislators. Act as chief liaison between the Behavioral Health Administration Care Administration, Office of the Inspector General and The Office of Addiction and Recovery, the incumbent directs the agency’s activities in the development and implementation of the ASAM Criteria to ensure both state and federal compliance.

Minimum Qualifications

Three (3) years of specialized experience working in a SUD program supporting policy reform.

Experience must clearly demonstrate:

  • Have extensive understanding of ASAM principles and philosophies and have experience with SUD service delivery system across the State of MN along with a broad-based, integrated understanding of federal/state law and polices relating to treatment strategies.
  • Extensive knowledge of the mental health and substance use disorder treatment service system in Minnesota including detailed knowledge of funding services through Minnesota Health Care Programs.
  • Knowledge of Minnesota's social services and health care delivery and finance system, including state programs/supports (Behavioral Health Fund) and federal programs (e.g. Medicare, Medicaid), regulations and reporting requirements.
  • Knowledge of roles and relationships of county, tribal, state, and federal governments.
  • Understanding of project management principles and continuous improvement tools/methods.
  • Experience providing presentations and training.


Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
  • Understanding of how to increase and integrate local capacity building efforts with local planning and purchasing systems for nicotine treatment support and recovery services.
  • Proficiency in excel, statistics and delivering data in reports and/or presentations.
  • Demonstrated experience with principles of grant/contract management, public administration, policy analysis, and stakeholder engagement.
  • License in alcohol and drug counseling.
